Most events offer special presales or other offers to targeted groups. Additionally, artists and promoters, in their sole discretion, are able to hold blocks of seats for their own use. All available inventory is shared on the Ticketmaster system, which means that anyone, anywhere can purchase seats at the same time. The most popular events could have tens of thousands of fans trying to purchase from an inventory that is only a fraction of that number of seats, especially in a high demand market such as Orange County/Los Angeles.
